Minutes of the 46th Annual District Convention held at
The Chateau on the Park, Christchurch, New Zealand

Friday, 5 September, 13:00 :
 
1. Opening :
Convention Chairman Gavin Bates welcomed all participants to the convention and invited everybody to stand for the entrance of the dignitaries.  Division 11 Lt Governor Brian Reed introduced the dignitaries and Graham Mehrtens of the Kiwanis Club of North West Christchurch gave the invocation.  The anthems of Australia, France (for New Caledonia), French Polynesia, New Zealand, the United States and Vanuatu were sung by a quartet of local Kiwanians as the flags of these nations were brought in by members of the Star Jam troupe.  David Gower, the secretary of organizing committee, introduced The Honorable Gerry Brownlee, Parliamentary Leader of the House, Minister of Transport, Minister of Christchurch Earthquake Recovery and Minister for The Earthquake Commission.  Mr. Brownlee welcomed everyone to Christchurch and talked mostly about the christchurch earthquake and its effects on the local community and the national economy.  Mr. Brownlee was thanked by past Governor Michael McIvor who presented Mr. Brownlee with a souvenir lapel pin.
 
Remembrance :  Rhondda Boxall presented the remembrance ceremony.  Candles were lit for active Kiwanis members in our district who had passed away since the last convention :  John Axtens (Taupo), Guy Christy (Sud Ouest), Thérèse Grand-Pittman (Aimeho Mooréa), André Icart (Dzumac Dumbéa), Richard Johnstone (North West Christchurch), Jean-Louise Poupard (Teva), Neville Goodwin (Gisborne) and Pierre Jalet (Roto Whenua).

 
Past Governor Barbara Kelly recited the Objects of Kiwanis in English and Past Governor Robert Lecocq in French.
 
An entertainment piece was presented by Star Jam (introduced by Governor Graham Chick).  This was greatly enjoyed by the convention attendees.  After the performance, Keynote Speaker Mary Ansell, Chief Executive Officer of the Star Jam Charitable Trust was introduced by Governor Graham Chick.  After her address, Mary Ansell was thanked by Division 11 Lt. Governor Brian Reed and a gift presented by past Lt. Governor Carolyn Hutchinson.

2. Welcome :
Governor Graham Chick called the meeting to order and again welcomed everyone to Christchurch and the convention.
Happy dollars were collected at various times throughout the convention business sessions by Sheriff Brian Reed.
 
3. Apologies :
Apologies were received from :  Division 10 Lt. Governor Megan Allan, François Bourget, Kevin Coutts, Bette Eavestaff, Selena Gaskill-Maxwell, Margaret Hancock, Past Governor Lloyd Lilley (a written apology which was read out), Graham Mathieson, Gay Milne, Yann Paullic, Murray Price and Thea Price.

5. Adoption of Standing Rules for House of Delegates :
Moved :  that the standing rules as printed in the Convention Booklet be approved.    Agreed.
 
6. Announcement of appointments :  Governor Graham announced that he had appointed :
•  Michael Hill as the convention parliamentarian and
•  Past Governor Barbara Kelly, Past Governor Mike Boyd and Danielle Désarmagnac as the Committee on Elections (scrutineers) for the convention.
 
7. Introduction of International Counselor :
Governor Graham introduced Kiwanis International Trustee Jim Rochford and his wife Debra.  Jim will be our district's International Counselor for the 2014/2015 year.
 
8. Announcement and Introduction of Candidates for Office for 2014/2015 :
  District Foundation Trustee :  Two candidates, one position to be filled, two year term.
 a)  Graham Mathieson :  nominated by the Kiwanis Club of St. Heliers and seconded by the Kiwanis Club of Takapuna.  Graham's details were available in the "Convention Booklet".
 b)  Yann Paullic :  nominated by the Kiwanis Club of Dzumac Dumbéa and seconded by the Kiwanis Club of Sud Ouest.  Yann's details were available in the "Convention Booklet".
District Treasurer :Past Governor and current Treasurer Tony Popplewell :  nominated by the Kiwanis Club of Takapuna and seconded by the Kiwanis Club of Kiwanis Club of Westside Hamilton.
Governor-Elect :Megan Allan :  nominated by the Kiwanis Club of Waiau Pa - Clarks Beach and seconded by the Kiwanis Club of Drury.  Megan's details were available in the "Convention Booklet".
Governor Designate : Laetitia Calvez :  In accordance with Article X, Section d.1 of the district bylaws, The Governor-elect shall be the sole candidate for the office of Governor.
 
9. Call for General Business :
Governor Graham asked if there were any items for General Business.  No items were forthcoming.
 
10. Approval of Minutes for 2013 District Convention :
Moved :  that the minutes of the 45th annual convention, held in Hamilton, be approved.     Agreed.
 
Matters arising from the minutes :  There were no matters arising from the minutes.

11. Workshop #1 - "Teamwork" :  presented by Laetitia Calvez.  Governor-elect Laetitia explained her goals for the district and how she hopes to achieve these goals with teamwork.  Enthusiasm for Kiwanis is important for the achievement of all of these goals.  She distributed a project to collect funds for Eliminate.
 
12. Governor's address :  The main points from Governor Graham's address were :
•  He thanked the district members for giving him the opportunity to undertake all the activities that he has done as governor.
•  The job has not been easy and largely due to the large geographical size of our district, it has taken a lot of time.
•  He was pleased to observe a lot of clubs celebrating their successes.
•  Clubs are doing a huge amount of altruistic service and he cited a number of examples.
•  Our Kiwanis clubs need to be more flexible in how we view the form of Kiwanis clubs.
•  He spoke about the positive aspects of the Kiwanis clubs in our district, including the acceptance and welcome that he was given on his visits.
•  Governor Graham concluded by thanking the trustees and his support team for their hard work and loyalty and a special thanks to his wife Lois for her active support and forbearance.
 
Saturday, 6 September, 9:08 AM - Business Session #2..
 
The committee on credentials announced that there were 48 accredited club delegates and 24 delegates at large (total 72) present for the voting.
 
13. Treasurer's Report :
District Treasurer Tony Popplewell spoke to the district financial accounts for the 2012/2013 Kiwanis year.
Moved :  that the reviewed district accounts for the 2012/2013 Kiwanis year as presented in the convention booklet, including the reviewed accounts of the district supplies branch for 2012/2013 be approved.    Agreed.
 
14. Foundation report :
Chairwoman of the District Foundation Patsy Hill thanked the Foundation trustees for their work during the last year with special thanks to Ewan Beck who is now retiring as a Foundation trustee.  She elaborated on some of the highlights of the 2013/2014 year for the Foundation.  Ten applications for grants were received of which two were rejected due to unavailability of sufficient funds.  Grants were awarded to Mayfield Scouts, Starship Foundation, Star Jam, East and Bays Music Academy, Taupo Family Centre, Kindergarten Les Orangers and DePaul House totaling NZ$12,428.  Patsy then distributed Foundation awards for donations as follows :
K10 awards to :  Mount Roskill, Takapuna, Taupo, Drury and Christchurch.
K20 awards to :  Morrinsville, Niaouli and Ralia-Koumac.
Foundation Fellowships to :  Te Awamutu, Oceanside and Rex Crenfeldt.
Foundation Treasurer Tony Popplewell spoke to the Foundation financial accounts for the 2013/2014 Foundation year.  He remarked that since the end of the reported year, the funds have been re-invested at a better interest rate and he anticipates having about NZ$14,500 available for grants in the 2014/2015 Foundation year.
Moved :  that the audited District Foundation accounts for the 2013/2014 year, as presented in the convention booklet, be approved.    Agreed.
 
15. Eliminate Project Update :
District Coordinator for the Eliminate Project Bob Reay referred to his report in the convention booklet.  Club secretaries will soon be receiving a report on the status of donations to the project.  He then discussed a few fundraising techniques and elaborated on some to the projects that clubs in our district have carried out for raising Eliminate funds.
 
16. General chairmen's reports :
Such reports from lt. governors and district chairmen as were received on time were printed in the convention booklet.  There were no issues or queries made regarding these reports.
 
17. Motions and resolutions :  Two proposed motions and one proposed resolution were submitted before the deadline mandated by the district bylaws.
 a)  Motion to amend District Policy 4 :
It was briefly explained that this change was needed to adapt to the newly modified Kiwanis International bylaws.
Moved :  that District Policy no. 4 be replaced with the proposed new wording.    Agreed.
The new wording of District Policy No. 4 reads :
  Policy No 4: NOMINATIONS FOR INTERNATIONAL OFFICE
Purpose: To establish an endorsement procedure for those wishing to stand for election to any Kiwanis International office.
 
Any member of this District who is either seeking or intended to be nominated by another for election to any Kiwanis International Board office or any Kiwanis Asia-Pacific office shall first give notice of intent in writing in the form of a proposed resolution seeking endorsement of the District House of Delegates to the candidacy of the member. Such notice shall be provided to the District Secretary at least 60 days prior to the date of the next District Convention.
 
In extenuating circumstances limited solely to timing of an unexpected vacancy where consideration of endorsement by the District House of Delegates cannot be reasonably arranged the members proposal to seek candidacy maybe considered and, if thought fit, endorsed by the District Board of Trustees in authority during the administrative year in which the election will take place.
 
 b)  Motion to adopt a new District Policy (No. 10) concerning standing rules at district conventions :
Moved :  that the proposed new District Policy as presented be adopted.    Agreed.
The wording of District Policy No. 10 reads :
  Policy No. 10 : DISTRICT CONVENTION STANDING RULES
Purpose: To establish a standard for district convention standing rules.  These rules are to be confirmed or modified by the house of delegates at each district convention for use at that district convention.
 
Rule 1
The official languages of this convention shall be either English or French, with simultaneous interpretation into French or English, if requested by any group of two or more delegates.
 
Rule 2
Any main motion or amendment shall be written in English, signed by the maker and seconder, and presented to the district secretary before it is moved.
 
Rule 3
During any voting session, only delegates may be seated in the area designated for delegates.
 
Rule 4
The house of delegates shall not be closed.
 
Rule 5
No delegate shall speak more than three minutes at a time by the orders of the day or by a majority vote of the delegates.
 
Rule 6
No delegate may address the assembly a second time on the same question until all delegates who desire to speak on the topic have spoken.
 
Rule 7
The maker of a motion shall be entitled to speak first in support of such motion or may immediately yield the floor to another delegate.
 
Rule 8
Debate shall alternate between those speaking for and those against the motion.
 
Rule 9
A delegate shall not speak for or against a motion and move to close debate on the same recognition.
 
Rule 10
a) Candidates for office may have one nominating speech not to exceed five minutes by the proposer, or the seconder, but not both.
b) Candidates for office may have up to ten minutes to address the convention.
 
Rule 11
Any candidate who is unopposed for office may be elected by a voice vote.
 
Rule 12
Debate on any proposed resolution or amendment to the bylaws, including amendments thereto, shall be limited to 45 minutes.
 
Rule 13
A motion to move the previous question will not be in order until 15 minutes of debate has taken place or until there are no more speakers.
 
Rule 14
Nominating speeches for officers may not be waived except in cases where there is only one candidate nominated.
 
Rule 15
If the first session of the house of delegates is a morning session, it shall be adjourned at or near noon.  Subject to the discretion of the chair, no proposed amendment to the bylaws, or other remit or resolution shall be introduced later than 15 minutes before the scheduled adjournment of any morning or afternoon session.  Any proposed amendment not duly considered on that day shall be considered during the second session of the House of Delegates.
 
Rule 16
Any of the above rules except for Rules 1 and 2 may be suspended by a majority vote of delegates.
 
Rule 17
"Roberts Rules Of Order Newly Revised" shall be the parliamentary authority for all matters of procedure not specifically covered by the bylaws of Kiwanis International, and of this District, and these standing rules.
 
c)  Proposed Resolution :  The proposal submitted by the Kiwanis Club of Matamata was presented by Jim Kyle and discussed.  Several clubs spoke to the motion, both for and against.
Moved :  that the resolution as submitted be adopted.    carried.
The adopted resolution reads :
  That the District investigates employing a professional marketing company to provide advice, with the objective of increasing membership and awareness of Kiwanis in New Zealand.

18. Workshop #2 - Celebrating 100 years of Kiwanis :
Division 6 Lt. Governor Danielle Désarmagnac started with a quiz about knowledge of Kiwanis International and its history.  She encouraged Kiwanis clubs to celebrate the 100 year anniversary at all possible times and always as publicly as possible.  Examples :  Plaques mentioning 100 years of Kiwanis placed at complete Kiwanis project (example : playgrounds) and participating in parades whenever possible.  She finished by showing a video about the 100th anniversary Kiwanis International convention in Indianapolis.
 
19. Address by the International Counselor :
Kiwanis International Trustee Jim Rochford addressed the convention.  Jim brought greetings from International President-designate John Button on behalf of Kiwanis International.  The main points of his address were :
•  He thanked the New Zealand - South Pacific District for providing Clinton Green as an international trustee - Clinton has made a big contribution.
•  Bob Reay was thanked for leading a good result for the Eliminate project - 68% of the goal has been pledged.
•  We should appreciate and celebrate all that our clubs do in our district.  By way of analogy, he referred to the movie classic "It's a Wonderful Life" staring James Stewart and encouraged us to ask ourselves what our lives and life in our communities would be like without our Kiwanis clubs.  Our communities would be missing several major projects.  Our members would be without the leadership skills that they have developed while they have been Kiwanis members.  We would be poorer for not having developed the friendships that we have formed in Kiwanis.
•  What we can achieve together in a Kiwanis club is greater than what the same number of people can achieve as individuals.
•  For growth, a club needs three types of members :  the finders to identify potential members and ask them to come and visit and to join, the minders to mentor new recruits and new members and help them integrate into the club and finally the grinders to organize the service projects and the functioning of the club.
•  We need to get the "eye of the tiger" look back into our members' eyes.  People join the club because clearly enthusiastic people ask them to come along and help.
•  "Conceive, believe and achieve" - practical, but seemingly unreachable, goals can be achieve and Jim cited the classic example of Sir Roger Bannister who ran the first sub-four-minute mile after being told that it simply was not possible.
Jim thanked all who attended convention, he was very grateful for the hospitality shown to himself and his wife, Debra.
 
20. Forum - Questions from the floor and responses :
Governor Graham asked if there were any questions of general interest that members wished to raise.  The following items were addressed :
•  Reducing the cost of attending the district convention :  Past Governor Michael McIvor started the discussion by giving some background to this question.  Convention committees find it difficult to reduce the cost (registration fee) of the conventions without significantly reducing the experience.  Clubs should be contributing (from the club administrative account) to the expenses of their members who attend a convention.  One solution would be to somehow include the registration fee for conventions in the district dues but this idea has failed to gain much support.  Convention costs can be slightly reduced by using recycling (example the name tag holders) and by seeking sponsors for various activities or venue hire.
•  Possible new district projects :  One idea raised during this discussion was the bulk purchase of children's pyjamas, labeling them with Kiwanis insignia (example :  celebrating 100 years of Kiwanis) and distributing the pyjamas free of charge through hospitals and charities that deal with children.
Another idea raised was the sharing of significant club or divisional projects and then elevating these to district-wide projects or other clubs could simply adopt the projects in their own communities.
A final idea was that we could raise funds for other suitable organizations (example :  Star Jam).
•  "Kaleidoscope" :  District Newsletter Editor Julie Wright appealed for additional financial sponsors for "Kaleidoscope" (in return for advertising in the newsletter).  She also asked clubs to email their club newsletters to her so that she can report on interesting club projects in "Kaleidoscope".

21. Election of Officers :
 a)  Governor Designate :
In accordance with Article X, Section 1d of the District Bylaws - the Governor-Elect shall be the sole candidate for the office of District Governor.
Resolved:  that Laetitia Calvez of the Kiwanis Club of Niaouli-Nouméa be elected to the position of District Governor for the year 2014-2015.    Agreed.
 b)  Governor-Elect :
One nomination received, for Megan Allan, nominated by the Kiwanis Club of Waiau Pa - Clarks Beach and seconded by the Kiwanis Club of Drury.
Resolved:  that Megan Allan of the Kiwanis Club of Waiau Pa - Clarks Beach be elected as Governor-Elect for the year 2014-2015.    Agreed.
An acceptance speech from Megan Allan was read out on behalf of Megan by Past Governor Ann Raymond of the Kiwanis Club of Drury
 c)  District Treasurer :
One nomination received, for Tony Popplewell, nominated by the Kiwanis Club of Takapuna and seconded by the Kiwanis Club of Kiwanis Club of Westside Hamilton.
Resolved:  that Tony Popplewell be re-elected for the position of District Treasurer for the year 2014-2015.    Agreed.
 d)  District Foundation Trustee :  for a two year term 2014-2016. Two nominations were received for the one open position as a Foundation Trustee.
•  Graham Mathieson nominated by the Kiwanis Club of St. Heliers and seconded by the Kiwanis Club of Takapuna.
•  Yann Paullic nominated by the Kiwanis Club of Dzumac Dumbéa and seconded by the Kiwanis Club of Sud Ouest.
Richard Tozer of the Kiwanis Club of St. Heliers gave a nomination speech for Graham Mathieson.  Dominique Kabar of the Kiwanis Club of Dzumac Dumbéa gave a nomination speech for Yann Paullic.  Voting was by ballot.
After the vote, the committee on elections reported back that 72 votes had been cast and that Graham Mathieson was elected by majority vote as a trustee of the District Foundation Trust for a two year term.
The ballots were subsequently destroyed.
 
22. District Awards :
  Club Bulletin Award - English : presented to the Kiwanis Club of Westside Hamilton (editor :  Murray Price).
Club Bulletin Award - French : presented to the Kiwanis Club of Hibbertia (editor :  Doriane Berger).
Distinguished awards 2012/2013 : These were presented by Past Governor Michael McIvor to :
•  Kiki Ringland for growth in French Polynesia
•  Megan Allan for excellence as lt. governor
•  David Fentress for innovative work as district secretary
Clinton Green Award for Excellence :  presented to Megan Allan for Leadership of Divisional Projects.
Convention attendance :

23. 2015 Convention presentation :  The district convention next year will be on the island of Mooréa, French Polynesia from 4 to 5 September, 2015 at the Hotel Kaveka in Cooks Bay.  The convention committee (Past Governor Hina Mercier, Michelle Cordioli, Kiki Ringland, Lt. Governor Serge Drapé and Gilles Gooding) from Division 7 made a presentation on the convention and promised that a good time would be had by all who attended.  A budget will be presented for approval to the district board of trustees on 7 September.
 
24. 2016 Convention presentation :  The district convention in 2016 will be in Auckland, New Zealand.  The date and venue are still to be decided.  Lt. Governor Donald Craig, Past Governor Barbara Kelly and Richard Tozer answered questions and promised that a good time would be had by all who attended.
 
25. 2015 ASPAC Conference :  The ASPAC Conference next year will be held at the former Clark Air Force Base in Pampanga, Philippines.  Dates will be 5-7 March.  Michel Fongue showed a video about the venue and answered questions about the event.
 
26. General Business :  None.
Prior to the break, it was announced that NZ$285 in donations had been raised from the attendees to sponsor Dr. Lauren Merrett who is running a marathon to raise money for Star Jam.
The winners of the raffle to benefit the District Foundation were also announced :  1) Doriane Berger, 2) Michel Fongue, 3) Angélina Drapé.

27. Governor Designate Address :
Governor Designate Laetitia Calvez addressed the convention.  The main points from her address were :
•  Laetitia has spent a year studying and understanding our district and she wants to share her findings and her hopes with us.  She believes that the Kiwanis members are volunteers and have a desire to serve.  The members often serve in obscurity.  The member is the heart of Kiwanis.
•  So our first mission is to render benevolent service voluntarily.  Our service should be without borders and without regard for race, religion or nationality.
•  Growth is also a mission of Kiwanis.  We should be proud of the heritage that the Kiwanians who went before us have left.  We must work for the future of our organization.  It could well be that future society is less well off than today, in which case Kiwanis service will be needed more than ever.
•  We must have a flexible approach to growth to save our organization.  It is possible to grow.  It would be marvelous to celebrate 100 years of Kiwanis at the 2015 convention on Mooréa with 100 more members in our district.
 
28. Workshop #3 - "New Strategies for Growth" :
The workshop was led by International Counselor Jim Rochford.  The main points from his address were :
•  Growth goals need to be tempered with reality - set challenging but achievable goals.
•  SLP clubs are a major source of new members in North America and they are very useful in raising awareness of Kiwanis in the community.
•  We need to listen - this is key to understanding the needs and aspirations of new and potential new members.
•  Recognize and reward the "finders" in your club - this motivates them to find more new members.  Jim provided some examples of ways to motivate members to bring in potential new members.  Recognition is a strong motivator.  Jim gave examples of various ways to motivate members to bring guests into the club.  He referred us to a document that is available :  "Twelve Best Practices of Successful Clubs".
•  Suggestions for starting new clubs :  try a club of the owners of shops in a particular shopping area or, in a community that already has a Kiwanis club, try starting a club that meets at a different time of day, example :  a breakfast club.  Try an Internet club in a community with a lot of recent university graduates.  Do not forget to recognize the new club builders.
•  For both new clubs and retention of new members in an existing club, Jim stressed the importance of having mentors and actively involved sponsors and to get the new members involved in meaningful service activities within the first 90 days of joining.
•  Jim expressed his opinion that we have an "awesome" district but we need to put an emphasis on new members and new clubs - conceive, believe and achieve.
 
29. Recognition of 2013/2014 team :
Governor Graham called his team forward and presented them with certificates of appreciation and his thanks for the work they had done during the year.  Past Governor Michael McIvor presented Governor Graham with a gift of appreciation from the district and a gift to Graham's wife Lois for her contribution to and support of Governor Graham's efforts.
 
30. Closing Remarks :
Governor Graham briefly thanked all members of the district for their support during the year and he thanked the members of the Kiwanis Clubs of Christchurch for putting on such a wonderful convention.  He then formally handed over the governor's gong and gavel to Governor designate Laetitia Calvez.
 
Convention adjourned at 17:25 to be followed by a formal evening and presentations.
 
31. Formal Dinner and Presentations :
Before the dinner commenced, Governor Designate Laetitia Calvez, introduced her team for 2014/2015 and each was presented with a certificate of appointment, banner patches, name tag and, where appropriate, the lapel pin of office.  International Counselor Jim Rochford formally inducted Laetitia Calvez as Governor for 2014/2015 and thanked Graham Chick for his work during the past year.

Governor Designate Laetitia Calvez then presented International Trustee Jim and his wife Debra with a gift from the District.
During and after dinner, the assemblage was entertained by music from an excellent ensemble and a successful auction was held to benefit the Foundation.
